rel=\"noopener\">Regulations for the special protection of archival material in wartime and states of emergency.<\/a><\/p><h2 style=\"text-align: center;\">OFFICE AND ARCHIVE WORK IN THE REPUBLIC OF MACEDONIA<\/h2><p class=\"translation-block\">In 1996, the Government of the Republic of Macedonia adopted the Decree on Office and Archival Operations (Official Gazette of the Republic of Macedonia, No. 58\/1996). This regulation governs the manner of work and the rules for handling documentary and archival material in the office and archival work of all holders in the Republic of Macedonia (state bodies, enterprises and other legal entities).<\/p><p>The first part of the Decree refers to <strong>'office work'<\/strong>and regulates the following issues: admission, review, scheduling and filing of acts; submission of acts for work and administrative-technical processing; divorce; and classification of acts. It also covers the postponement of resolved acts in the registry office.<\/p><p>The second part of the Decree refers to <strong>'archival work'<\/strong> carried out by holders. It regulates the following issues: the selection of archival material from documentary material; the recording and categorisation of archival material; the inventory and destruction of documentary material; the storage, protection and security of the material; and the handover of archival material to the State Archives.<\/p><p class=\"translation-block\">The decree defines the following terms: 'act', 'attachment', 'subject', 'file', 'documentary material', 'archive material' and 'archive box (folder)'.<\/p><p>Acts can be ordinary or secret. The type and degree of secrecy are determined for acts of a secret nature.<\/p><p>The Decree determines the work to be carried out in the <strong>holder's<\/strong> bookstore.<\/p><p class=\"translation-block\">The main record-keeping book is the register, which is organised using a system of primary and secondary numbers. The logbook may also be maintained using a computerised system.<\/p><p class=\"translation-block\">Of special importance are the provisions that refer to the classification of resolved cases, their archiving, filling in the content of the deadline stamp, and determining the deadlines for keeping the acts.<\/p><p class=\"translation-block\">All resolved acts, objects and books (locked and officialised) are transferred from the registry office to the archive at the end of the year. Resolved cases are classified and arranged according to archival signs, in accordance with the Plan of Archival Signs for the Arrangement of Resolved Cases. The selection of archive files from documentary material is done according to the List of Archive Files. The separation of documentary material that has passed its storage deadline is done according to the List of Documentary Material.<\/p><p class=\"translation-block\">The plan and the two lists contain General and Special sections. Archival marks cannot be changed throughout the year, but new ones can be added.<\/p><p class=\"translation-block\">After registration, all acts are given a deadline stamp containing the following information: the archival mark (four digits) according to the Plan, the storage period according to the Lists, the date of disposal in the registry office, and the signature of the official. The deadline stamp is completed by the official who resolved the case. Resolved acts in the library are classified and placed in folders according to the lists, particularly archival material and documentary material.<\/p><p class=\"translation-block\">Holders are obliged to regularly select archive material from documentary material, and to adopt and implement a plan and lists. The plan and lists are prepared by a commission and submitted to the State Archives for inspection by 30 November of the current year. The archive gives consent for the application of the plan and lists in the following year or returns them for correction if there are any remarks.<\/p><p class=\"translation-block\">When selecting material, holders must mark the archival copy of documents of permanent value separately. The archive copy is made available for use by exception, i.e. for copying, and in the original when it should serve as evidence.<\/p><p class=\"translation-block\">The categorisation of archive material is performed by the holders to ensure its effective protection in peacetime and in military conditions. This categorisation is performed on the basis of criteria and in a manner determined by a bylaw.<\/p><p>After selection, the entire archive file is recorded according to unique methods. Registration of the material is performed by the holder's commission.<\/p><p class=\"translation-block\">The archive material records (inventory and description) contain the following elements: the name of the holder; the year of origin of the material; an inventory and description of the archive material; the quantity expressed in sheets; and the physical condition of the material. These records must be submitted to the State Archives by 31 March of the following year.<\/p><p class=\"translation-block\">The Decree also regulates the procedure for the separation and destruction of documentary material. Material is allocated by commission every year based on the List of Documentary Material. Once the storage period has expired, the commission prepares an inventory of the material proposed for destruction and submits a request to the archive. The Archive establishes a Higher Commission comprising two of its representatives. This commission inspects the census and the proposed material on the spot. If the High Commission concludes that the proposed material has expired and contains no archival information, it gives written consent for its destruction. The holder destroys the material by handing it over to a waste disposal company or otherwise.<\/p><p>Holders are obliged to keep, secure and protect selected archive material from alienation, damage or destruction.<\/p><p class=\"translation-block\">The selected archive material, marked as an archive copy, is handed over for permanent storage in the archive, in its original, complete and arranged condition. This must be accompanied by an inventory and description of the material and be placed in archive boxes, all within the deadline determined by law.<\/p><p class=\"translation-block\">The State Archives provides professional assistance to holders in drawing up plans and lists, and in selecting, publishing, recording and protecting archive material until handover to the Archive.<\/p><p class=\"translation-block\">In 1997, the Director of the State Archives adopted the Guidelines for the manner and technique of handling documentary and archival material in office and archival operations (Official Gazette of the Republic of Macedonia No. 60\/1997). The guidelines elaborate on the provisions of the Decree on Office and Archival Operations in more detail.<\/p><p class=\"translation-block\">The following forms are an integral part of the guidelines and include: an admission and deadline stamp; a register; a special register; a list of acts; an inventory and description of the archive; an inventory of documentary material; a register; file and auxiliary delivery books.<\/p><p class=\"translation-block\">A very important part of the guide is the plan of archival marks for the distribution of documents, the list of archival material of permanent value, and the list of documentary material with storage deadlines (general part).<\/p><p class=\"translation-block\">The general part covers all types of documents created by each holder in the Republic of Macedonia relating to: 01. organisation and development;\n02. Management;\n03. General and legal matters;\n04. Labour relations;\n05. Financial and material operations\n06. Defence and protection.<\/p><p class=\"translation-block\">The general section serves as an example for preparing the special section of the plan and the lists, which cover materials from one holder's basic (specific) activity and start with the archival sign 07
