Rregullore ligjore dhe n\u00ebnligjore p\u00ebr pun\u00ebn n\u00eb zyr\u00eb<\/h1>

Rregullimi normativ dhe ligjor i pun\u00ebs n\u00eb zyr\u00eb dhe arkivore n\u00eb Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut b\u00ebhet me:<\/p>

  • Ligji p\u00ebr materialin arkivor dhe Ligji p\u00ebr ndryshimin dhe plot\u00ebsimin e Ligjit p\u00ebr material arkivor;<\/li>
  • Rregullore p\u00ebr pun\u00ebn n\u00eb zyr\u00eb dhe arkivore;<\/li>
  • Rregullore p\u00ebr p\u00ebrcaktimin e kritereve afatgjata p\u00ebr shfryt\u00ebzimin e materialit arkivor.<\/li><\/ul>

    Sipas Ligjit p\u00ebr materialin arkivor ( Gazeta Zyrtare e RMV-s\u00eb, nr.95 prej 26.07.2012) dhe Regullores p\u00ebr pun\u00ebn n\u00eb zyr\u00eb dhe arkivore ( Gazeta Zyrtare e RMV-s\u00eb, nr.1 prej 03.01.2014) t\u00eb gjitha subjektet n\u00eb shtet t\u00eb cil\u00ebt me pun\u00ebn e tyre krijojn\u00eb material arkivor me vler\u00eb t\u00eb p\u00ebrhershme, ata jan\u00eb t\u00eb detyruar t\u00eb e evidentojn\u00eb dhe ta ruajn\u00eb at\u00eb material, n\u00eb p\u00ebrputhje me rregullat ligjore, deri n\u00eb \u00e7astin e dor\u00ebzimit t\u00eb tyre n\u00eb Arkivin shtet\u00ebror t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut.<\/p>

    Me Ligjin p\u00ebr material arkivor rregullohet mbrojtja, rruajtja dhe shfryt\u00ebzimi i materialit arkivor.<\/p>

    Rregullorja p\u00ebr pun\u00ebn n\u00eb zyr\u00eb dhe arkivore \u00ebsht\u00eb e bazuar n\u00eb Ligjin p\u00ebr material arkivor. Sipas saj, m\u00ebnyr\u00ebn e pun\u00ebs dhe rregullat p\u00ebr trajtim t\u00eb materialit dokumentar dhe arkivor n\u00eb pun\u00ebn n\u00eb zyr\u00eb dhe arkivore e rregullon Qeveria e Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut. Me rregulloren, p\u00ebrve\u00e7 pun\u00ebs n\u00eb zyr\u00eb p\u00ebrfshihet edhe puna arkivore. Kjo \u00ebsht\u00eb arsyeja q\u00eb ndarja a materialit arkivor nga materiali dokumentar \u00ebsht\u00eb nj\u00eb segment i r\u00ebnd\u00ebsish\u00ebm i pun\u00ebs arkivore dhe p\u00ebrmban edhe segmente t\u00eb tjera : arkivim, rregullim, evidentim t\u00eb materialit arkivor, rruajtje, mbrojtje dhe shfryt\u00ebzim t\u00eb materialit arkivor dhe dokumentar dhe dor\u00ebzim t\u00eb materialit arkivor n\u00eb Arkiv. Rregullorja rregullon pun\u00ebn n\u00eb zyr\u00eb dhe arkiv n\u00eb t\u00eb gjith\u00eb organet shtet\u00ebrore, nd\u00ebrmarrjet dhe persona t\u00eb tjere juridik me ose pa autorizim (posedues), me \u00e7ka sigurohet zbatimi i detyruesh\u00ebm i rregullave p\u00ebr pun\u00ebn n\u00eb zyr\u00eb dhe arkivore n\u00eb Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut.<\/p>

    Pro\u00e7esi i pun\u00ebs n\u00eb zyr\u00eb dhe arkivore kusht\u00ebzon dhe plot\u00ebson nj\u00ebri-tjetrin dhe perb\u00ebjn\u00eb nj\u00eb t\u00ebr\u00ebsi t\u00eb vetme. Rregullimi normativ i pun\u00ebs administrative tek t\u00eb gjith\u00eb poseduesit siguron nj\u00eb sistem m\u00eb efikas t\u00eb mbrojtjes, ruajtjes dhe shfryt\u00ebzimit t\u00eb materialit akrivor tek poseduesit. Rregullohen \u00e7\u00ebshtjet t\u00eb cilat dalin nga risit\u00eb q\u00eb p\u00ebrmbahen n\u00eb dispozitat e Ligjit p\u00ebr materialin arkivor, si: pranimi, hapja dhe vendosja e akteve, shtyrja e tyre, klasifikimi, valorizimi etj., m\u00ebnyrat alternative p\u00ebr udh\u00ebheqjen e pun\u00ebs n\u00eb zyr\u00eb, m\u00ebnyr\u00ebs s\u00eb l\u00ebshimit dhe shfryt\u00ebzimit t\u00eb akteve p\u00ebr q\u00ebllime zyrtare, etj. Pro\u00e7eset e pun\u00ebs jan\u00eb t\u00eb p\u00ebrpunuara n\u00eb m\u00ebnyr\u00eb normative si:<\/p>

    - m\u00ebnyra e p\u00ebrpunimit dhe procedura p\u00ebr miratimin e Planit t\u00eb shenjave arkivore dhe listat e materialit arkivor dhe dokumentar , plot\u00ebsim dhe aplikimin e vul\u00ebs me afat, rregullimin, p\u00ebrzgjedhjen, evidentimin dhe kategorizimin e materialit arkivor, m\u00ebnyra dhe procedura e ndarjes dhe shkat\u00ebrimi i materialit dokumentar, sigurimin e masave hap\u00ebsinore, teknike dhe siguris\u00eb p\u00ebr mbrojtjen e materialit arkivor dhe procedur\u00ebn p\u00ebr pranim-dor\u00ebzimin e materialit arkivor p\u00ebr rruajtje t\u00eb p\u00ebrhershme n\u00eb Arkiv.<\/p>

    Udh\u00ebzimi p\u00ebr m\u00ebnyr\u00ebn dhe teknik\u00ebn e trajtimit t\u00eb materialit dokumentar dhe arkivor n\u00eb pun\u00ebn e zyr\u00ebs e miraton Arkivi i Maqedonis\u00eb s\u00eb Veriut n\u00eb baz\u00eb t\u00eb nenit 40, t\u00eb Rregullores p\u00ebr pun\u00ebn e zyr\u00ebs dhe arkivore. N\u00eb udh\u00ebzimin m\u00eb s\u00eb af\u00ebrmi rregullohet pranimi, shqyrtimi dhe shp\u00ebrndarja, regjistrimi, dor\u00ebzimi, p\u00ebrpunimi administrativo-teknik , d\u00ebrgimi, ndarja, klasifikimi dhe shtyrja e akteve t\u00eb p\u00ebrfunduara, si dhe p\u00ebrzgjedhja, rregullim, evidentim dhe kategorizim i materialit arkivor, p\u00ebrshkrimi dhe shkat\u00ebrrim t\u00eb materialit arkivor, rruajtja, mbrojtja dhe sigurimi i materialit dokumentar dhe arkivor n\u00eb hap\u00ebsira t\u00eb p\u00ebrshtatshme, pajisjet, mjete teknike-teknologjike dhe dor\u00ebzim i materialit arkivor n\u00eb rruajtje t\u00eb p\u00ebrhershme n\u00eb Arkiv.<\/p>

    Dispozitat nga Udh\u00ebzimi zbatohen n\u00eb pun\u00ebn n\u00eb zyr\u00eb dhe arkivore n\u00eb organet shtet\u00ebrore, gjykatat, nj\u00ebsit\u00eb t\u00eb vet\u00ebqeverisjes lokale dhe qytetin e Shkupit, nd\u00ebrmarrjet dhe personat t\u00eb tjer\u00eb juridik, partit\u00eb politike, organizatat shoq\u00ebrore dhe shoqatat e qytetar\u00ebve, gjegj\u00ebsisht poseduesit.<\/p>

    Arkivi pranon material arkivor nga poseduesit n\u00eb rastet e m\u00ebposhtme:<\/p>

    • pas skadimit t\u00eb afatit t\u00eb ruajtjes t\u00eb materialit;<\/li>
    • n\u00eb rast t\u00eb nd\u00ebrprerjes s\u00eb pun\u00ebs t\u00eb poseduesit (falimentim);<\/li>
    • me k\u00ebrkes\u00eb t\u00eb poseduesit;<\/li>
